The NHL-MGG Game-Worn Jersey Authentication Program Population Report is an annual recap of the jerseys worn during each season by the program's participating teams. In 2003-2004, the program's second season, 22 teams were participants: Anaheim, Atlanta, Boston, Buffalo, Calgary, Colorado, Dallas, Edmonton, Florida, Los Angeles, Montreal, Nashville, New Jersey, NY Islanders, NY Rangers, Ottawa, Philadelphia, St. Louis, Tampa Bay, Toronto, Vancouver and Washington.

The report is divided into eight sections. Section One lists the jerseys by NHL-MGG inventory tag number. Section Two lists the jerseys by player. Sections Three and Four identify when each team's sets were worn, and in how many games. Section Five identifies the games in which Third jerseys were worn by the 17 program teams who wear a Third jersey. Section Six details the seven teams who wore vintage jerseys during the Vintage Hockey program. Section Seven details the jerseys worn by the Edmonton Oilers and Montreal Canadiens in the MegaStars Game and Heritage Classic. Section Eight lists the 2002-2003 Population Report Addendum. This consists of corrections and/or additional information to previously reported jerseys and the addition of previously unreported jerseys.

A few notes on the jerseys: The Atlanta Thrashers wore a "37" patch on their regular-season jerseys to honor forward Dan Snyder, who died tragically during the 2003 preseason … The Edmonton Oilers wore a patch on their regular-season jerseys to commemorate their 25th NHL season … The Ottawa Senators wore a "Roger" patch on their regular-season and playoff jerseys to honor Hockey Hall of Famer Roger Neilson, who passed away in June 2003 … Neither Atlanta nor the Los Angeles Kings produced a complete third regular-season home set …
